Tough call. Koch's tenure had its flaws, but I can't help but love the guy. And he was an incredible activist for Jewish causes his whole life. Truly a great man.

Giuliani's a son of a bitch with a mean streak, but the guy was exactly what NYC needed, and he turned the city around.

Favorite? Koch. Best Mayor? Giuliani.
