Elizabeth Dole in 2000 seems about right.
There isn't anyone from 2008/ 2012 in her mold. She might have some superficial similarities to Herman Cain, but I don't see her pandering to the base to the same extent.
But Lizzy Dole was kind of a big deal. Fiorina isn't.
One of the big differences is that 2016 is a very different primary than 2000.
Dole and Fiorina would both be women in their early 60s who were not elected to statewide office, but who did lead organizations whose names are familiar to votes (HP and the Red Cross.)
Dole was in a primary with a clear frontrunner. Fiorina would enter a much more crowded race.
It's possible that both would lose primaries to one of George HW Bush's sons.
