There are three possibilities.
- Cox believes that De Blasio is someone who could run for President on Clinton's left.
- Cox is spreading a rumor to have fun with the notoriously paranoid Clintons, who De Blasio is associated with. A rift between the two means Clinton lacks a surrogate with the base. And if Clinton  associates more with De Blasio, it may hurt her with centrist voters.
- Cox has been talking out of his ass and has no strategy.
