Jimmy Carter's awful relations with the Congressional Democrats were entirely the fault of Carter and his cronies, their extremely arrogant attitude especially. If it eventually emerges that we can change "Carter" to "Obama", "O'Neill" to "Pelosi" and "Byrd" to "Reid" then it also be largely the fault of the Executive.
