Sussex, Greensville, Brunswick, Portsmouth and Charles City all voted for the ban, as did most counties with a black population over 40% (in some cases very strongly so; over 70% in Southampton).
The only two counties/cities were blacks outnumber whites and which voted against the ban were Richmond and Petersburg.
Odd fact; Charles City was very close. So was neighbouring James City. Which is very white by the standards of this part of Virginia and which voted over 60% for Bush.
