They've suggested not: the general supposition is that this is because the building is in such a shockingly poor state of repair that the risk of (say) the dome collapsing during Islamification work would be quite high, and they would rather avoid that sort of embarrassing symbolism.

I imagine they could make it function as all 3 (mosque, church, and museum) if they wanted to.

That would entail actually looking after the building properly, which is the one thing that Turkish authorities of whatever ideological stripe have been consistent about not doing.
