New Prediction method (will be used for US and Intl elections)

NCF=No Clear Favourite
SF=Slight Favourite
M=Marginal
L=Leaning
S=Safe
RS=Rock Solid
---
Examples: LA-3=NCF, West Virginia=D-SF, Minnesota=D-M, Ottawa Centre=NDP-L, Alabama=R-S, Sedgefield=Lab-RS
