Urban Regeneration Bill (draft 1. Still pretty loose)

1. Indicators of Distress:

a) Negative population growth from 1970 until the most recent census
b) A poverty rate above the National average
c) An unemployment rate above the National average for at least three of the previous five years

2. Cities meeting the above criteria, are eligable for federal grants and localised tax breaks, the level of which to be determined by [?*]

3. Extra incentives to be given to industries to re-locate back to cities to which they have a historic tie

*Hopefully we can get a new cabinet post dealing with this sort of stuff fiddled into the constitution

It's pretty loose right now... (been sitting in a disk for about two weeks). I'll fiddle with it more later.

I'm also working on a bill that will re-jig the boundaries of the ARC, while creating similer bodies in other economically depressed regions (a Mississippi Valley RC is desperately needed for example).

I strongly support the basis of this bill, Al, though I think you need a better definition of "historic ties".

True. Like I said the bill needs a bit of fiddling.

I've introduced the Regeneration bill. I've gone for grants and tax breaks administered on a case by case basis by an independent body... I think this makes more sense than a one size fits all approach.

The next piece of legislation is probably going to be very long...

Basically it's a bill that will re-jig the boundaries of the ARC (extending it north into New England, while chopping off Suburban areas further south) and creating similer bodies for other poor areas.
Now my intial thoughts were for a Mississippi Valley RC and a Great Lakes RC.
I'm thinking about adding a Praries (or Great Plains or whatever) RC and a Rockies RC as well.
Most of the bill will be taken up with lists of counties included etc... it might be easier if I added a map as well.

Ideas welcome
