I don't think this map would pass the compactness measures though.

Outstanding. I think it is more compact than the current map.

An adaptation of Nyvin's map, certainly not compact but fulfils the criteria in the OP (only criterion being minimum variance):



-1, -2, -3, and +7.

Population variance 10

I think we have a winner.
