Would Trump have to get a declaration of war from congress if he wanted to launch a preemptive strike?
Good question. I fear that the answer is "no". Someone can correct me if I'm wrong.

Does anyone think that the 25th amendment could or will be used to remove Trump, who seems, in the words of section 4 "unable to discharge the powers and duties of his office.."?

Congress needs to reconvene immediately to pass legislation prohibiting Trump from ordering a first strike without Congressional approval. This seems quite urgent, doesn't it?

I've never been on the side of impeachment until now. He's going to get so many Americans killed with his rhetoric, if not outright starting multiple wars on different fronts.
I agree, but if he is removed using the 25th amendment that would be quicker, although unlikely since Pence would have to act.

His statement thanking Russia for dismissing US diplomats seems bizarre and could be used as evidence that he is unfit to be POTUS as per the 25th amendment.

It may have only been a sick joke, but who really knows?
