This is a good one, I have only four possible answers, neither one of which is going to be the answer and if not, I give up.

1). It's some weird play on words, which I can't imagine.. what that would be.
2). It has something to do with the butterfly ballot.. again that's not it either.
3). The ballot had a carbon copy... probably not it either...
4). It's some kind of trick question... no, I don't think you waste our time.

It's probably something easier than we think.. but I give up.

edit my guess it that the first guess is correct so I highlighted it.

Wait a minute.. another bad answer... He voted differently in the primary than in the general election. No that's not it according to the op.

One final guess is that he voted for Gore, changed his mind, crossed out Gore and voted for Bush.
Although he didn't technically vote for Gore since his vote is crossed out, he did originally vote for Gore.
