No. Though they have more than any other individual, the President actually has very little control over the economy, especially in the short term. (Bush's decisions early in his term helped lead to the crash at the very end of his term, but that's more consequence than control.)

That said, Presidents are held responsible for the economy to a significant degree. Especially after they've signed a law with large financial impacts, they "own" the economy as an issue in the minds of the voters.
