Ok let's see if I can do this right:

1 in CA
1 in WY
1 in IN

CA attack HI. I'll go all the way down to 2 battalions, and keep 3 battalions in HI assuming I am successful.

WY attack ID. Use all my forces down to 1. Leave 3 in ID.

That's the end of my attacks.

Since I left the required 3 in HI after I attacked, can I now make my tactical move be shifting 1 of the battalions there back to CA? If I can do that, then do it, and I'm done for this round either way.

From MN, attack Canada. Fight until 2 remain. Leave 3 in Canada.
