So, all this bill does is cut taxes for certain "underdeveloped" areas, yes? That seems like a rather insufficient way of stimulating economic development compared to other things we could be doing. I don't mind the idea, but this shouldn't be our one-and-only solution to the economic downturn we're facing.

What are we defining as underdeveloped areas, anyway?
The definition of underdeveloped areas shall be left to the regions, as there are quite specific urban/rural differences. SEDZ's are a leg up for underdevloped and neglected parts of Atlasia, areas that sunk as long as 40 years ago and have never been given the ability to perform to their full potential. The plan is very similar to succesful plans for development enacted in the UK.
