To the Lords of Westeros and People of the Crownlands

Just as vassals are obliged to obey their rightful King, it is the King's sacred duty to protect and provide for his subjects. Regrettably, I was unable to protect King's Landing from an insane usurper before, but I will do what I can now. The Royal Fleet has been dispatched on a mission of salvation to the ruins of King's Landing. Refugees from the Mad Usurper will be taken to Dragonstone where they will be fed and sheltered through the winter in the name of Stannis Baratheon, true King of Westeros. While pretenders have plotted and fought amongst themselves only I have fulfilled the duties of a King at the Wall, against the Ironborn and at King's Landing.

I call upon the lords of the Vale, Riverlands, Reach and Crownlands to aid me, the King who helps his subjects, in my mission to save the victims of this vicious massacre. The "Targaryen" pretender sits in his stolen castle, dreaming up fanciful plans for a new capital while the refugees suffer from the oncoming winter. Westeros burned under the man who this child claims as his father as it burned under the Young Usurper; it is time for peace and order to return and it will not do so under yet another inexperienced and illegitimate child king. I am the true King of Westeros, and the true King rules from King's Landing; as it was taken in fire so too will it be reborn, better and more vibrant than ever.

EDICT ON THE RELIGION OF THE REALM

I, Stannis Baratheon, Lord of the Seven Kingdoms by right of birth and blood, do this day declare:

It is proper that all should have liberty to follow that mode of religion which to each of them appeared best; so that that R'hllor, source of all good, might be benign and propitious to us, and to every one under my government. And therefore I judged it a salutary measure that no man should be denied leave of attaching himself to the rites of the Red God, or to whatever other religion his mind directed him, that thus the true God, to whose worship we freely devote ourselves, might continue to vouchsafe His favour and beneficence to us. And accordingly I give you to know that all who choose the religion of the Lord of Light are to be permitted, freely and absolutely, to remain in it, and not to be disturbed any ways, or molested. Moreover, all monies and temples appropriated from His worshipers are to be immediately returned to their rightful owners.

Those fanatics who are known as "sparrows" reject my authority and would deny my subjects these rights. They have disrupted the natural order and forced Septon Rickard, the legitimate High Septon out of the Starry Sept. They ignore King Maegor's laws and arm themselves to terrorize the smallfolk. These zealots and the pretender they support will be purged in the flames of the Lord of Light. All Septons and right thinking men who flee from the Sparrow's persecution are welcome to my protection. They will receive no punishment and face no retribution for their previous beliefs.

I should have done this at the end of last turn, but I don't think its caused too much of a problem waiting.

The Small Council

As the War Council is no longer sufficient to adequately govern the realm, the Small Council is hereby reconvened to assist the Thone. All councilors, excepting Ser Florent, are hereby ordered to join me at court or send a representative in your stead.

The Capital of the Seven Kingdoms is King's Landing, now and forever. Until such time as King's Landing can be liberated and rebuilt, my court will be temporarily located in Gulltown unless it is required elsewhere.

Because of the damage done to the Kingsguard by the two pretenders, the guard is currently unable to fulfill its duty. Until the condition of the realm improves,  the vacancies on the Kingsguard will be left unfilled. Ser Balon Swann and Ser Jaime Lannister have my leave to continue their work for Lord Lannister. Should he live, Ser Barristan Selmy is invited back to his rightful place on the guard.

Declaration of Support

In light of the support for the realm and Riverlands King Stannis and his allies have provided while House Targaryen's supporters contented themselves with burning and murdering Riverlanders AND considering the support given to House Baratheon by my nephew, Robert Arryn, Lord of the Eyrie AND considering the friendship House Tully has had with House Baratheon since Robert's Rebellion,

The Riverlands pledges its support to Shireen Baratheon as Queen of the Andals, the Rhoynar, and the First Men.




Declaration of Neutrality

The Riverlands still suffers from the Lion's brutality. Both to protect the Smallfolk of the Riverlands as well as to prepare for the greater threat that has taken away my niece and my King, the Riverlands will heretofore be neutral in the battle between House Targaryen and House Baratheon. Any non-Riverlander army that enters the Riverlands without House Tully's express permission will be set upon and destroyed.
