What if each region redistricts within its boundaries, and then one senator is elected within a mini-district?  The most-represented state only has a tenth of the voters, so it might actually work.

We. Are. Making. Ammendments. To. Change. The. Constitution. This. Would. Be. The. Perminent. Regions.

We already have regions though, why do we need new ones?

Well, see, the whole point of regions is to be immutable.  And actually, your regions look somewhat better, but they seem a little too equal for regions...  Maybe if you put KY and VA in the green region and the plains states in the Midwestern one, they will at the same time be less equal and prettier.  But I definitely would support redrawing the regions, from a purely aesthetic point of view.
