Read Steve Vladeck's tweet that brucejoel99 quoted in the post before yours.  

I get the difference, but Governors and Mayors presumably take oaths to uphold the Constitution and the Laws of the Land:

How can one support the Constitution of the United States and not cooperate with ICE in its lawful enforcement of Federal Immigration Statutes?  How can the Governor of Washington, after taking the oath he took, not command Law Enforcement to cooperate with Federal Law Enforcement enforcing Immigration Laws, to the point of removing them if they refuse to so cooperate?  Is the Governor a liar?  It sure looks like it. 
The Constitution says federal law trumps state law. It doesn’t say that state officials are under any obligation to do the federal government’s job for them. Nor does any governor take an oath promising that they will agree with the federal government’s policies or priorities at any given time.

Correct me if I’m wrong, but the fundamental issue is that the executive branch of the federal government is either unable or unwilling to enforce the immigration laws duly adopted by this country and supported by a supermajority of her population, so the state of Texas is willing to lend the federal government a helping hand in this area… for which offense the red avatar keyboard warriors on this forum believe that the Biden Administration must start Civil War II.
