I get the difference, but Governors and Mayors presumably take oaths to uphold the Constitution and the Laws of the Land:
I do solemnly swear (or affirm) that I will support the Constitution of the United States and the Constitution and laws of the state of Washington, and that I will faithfully discharge the duties of the office of (name of office) to the best of my ability.
How can one support the Constitution of the United States and not cooperate with ICE in its lawful enforcement of Federal Immigration Statutes? How can the Governor of Washington, after taking the oath he took, not command Law Enforcement to cooperate with Federal Law Enforcement enforcing Immigration Laws, to the point of removing them if they refuse to so cooperate? Is the Governor a liar? It sure looks like it.
The Constitution says federal law trumps state law. It doesn’t say that state officials are under any obligation to do the federal government’s job for them. Nor does any governor take an oath promising that they will agree with the federal government’s policies or priorities at any given time.
