That's a vague statement. Are we thinking that this just means granting federal benefits to gay couples who got married in a state where gay marriage was legal but now reside in a state where it isn't? Or is Holder saying that the federal government will actually start granting federal benefits to gay couples in all states even if no state has ever recognized them as married?
