Could we spend 2-3 billion on infrastructure improvements? New road ways, bridges etc etc.

Certainly, I think infrastructure improvement is a valuable use of stimulus funds.  Just keep in mind the costs of improvement, as 2-3b is not as much as it seems.  We really do need to focus on periodically solving the regions long-term problems over the next three installments of stimulus. 

Governor Dempgh made some excellent points regarding his plans (eg. drought, business investment which can be accomplished in many ways, ect).  This installment is 15b though, so we need to prioritize how we spend it in order to receive the most positive results.

Checking in, of course. If nothing else, I think what can come out of this is some clear map of where we're actually supposed to go. I really think we need to do that. I'm very direct, so if we hammer out a roadmap, it then becomes a matter of making it happen. And I / we can do that.

If we have to write separate bills, we will prioritize them, but maybe we should pass a kind of omnibus bill (that would be simpler, but it may take a little while to draft) that allocates the spending.

I would prefer an omnibus bill, yes.  The method in which we accomplish a final draft, that the four of us must vote on, is up to you.  If you want to push it through the council to get their approval first, I will need to put a deadline on submission, because we still need time here to make it agreeable/passable.  The best option, I think, would be for the region to draft an initial proposal here, in which we can spend our time ironing out the details.

I'll try to come up with some drought relief numbers tonight if I get a chance or surely tomorrow.

When we're set, I think this should take the structure of I, II, III, IV, etc., and then handle each issue in turn. The level of detail will probably depend. I don't think we need to do an audit Tongue but some idea of where the money is going in some detail would be helpful.

Yeah, I think that structure will be fine.  The amount of detail is going to depend on how exactly we're allocating this money.  If you want to work on a rough draft through PMs or other means with oakvale, myself, both, ect, we can do that.
