Sorry for being a slow thinker here, but do you mean that we as RPP members should nominate non-RPP candidates for an endorsement, or do you want non-RPP members to ask our party for an endorsement, or both?

The by-laws don't mention us nominating non-RPP members.  They do state however, that non-RPP members can declare for consideration.
