Double-click on a precinct and continue holding the mouse button down after the second link. That should enable the mouse drag and color feature, where as long as you continue holding down the left mouse button, you can drag the mouse across whichever precincts you want and they'll automatically color. Sometimes it takes a time or two for the app to register it, or requires you slightly moving the mouse as you double-click.
Sometimes the CTRL+drag function discussed above won't work until/unless you have double-clicked and held down the mouse on a precinct, instead, zooming in when you do CTRL+drag. Try what I described in the first paragraph and see if that helps: the CTRL+drag features does work, but it's a bit glitchy at times.
