Gore would have turned into a defense/terrorism freak just like Bush, but there's no way without the influence of the Bush legacy and Cheney that we would have went into Iraq. Literally the only reason the 2004 election was close was because of Iraq. Gore wins. I'm sure Guiliani and the GOP would have driven the narrative consistently that "Democrats are weak on terrorism: one President let Bin Laden get away and other one failed to stop him here at home", but I can't imagine the margin at worst would have been any closer for Gore than it was for Bush in 2004.
