It needs to pass in three-quarters of the regions; since 3/5 is only 60%, ratification requires 4 regions.

I have Nays leads 10-9 in the Northeast.

Whoops. Looks like I forgot about the 4 ballots that may be considered invalid, but I'm counting a total of 20 votes (16 minus those 4). I started with your numbers and added one to the Aye column (Alfred), but upon further inspection, I'm seeing 11 Nay, 9 Aye among all votes, and 9 Nay, 7 Aye among the ones not currently disputed. Is someone invalid or ineligible besides those 4?

FTRA would need to be ratified and the consent process would need to occur before bicameralism could go into effect (as the amendment is written), or else we'd have a flustercuck of offices and the existing problem would become even more severe.
