In my experience the correlatino is rather between how well people THINK they understand the EU than their actual level of understanding. For instance the Greek CLAIMED that they would be reading the EU constitution in droves and thus the Greek were considered to be much more interested in it than other peoples in EUrope, when in fact they were just being less realistic.
