Why? This is just a tool to be used in case of wiki again sliding into a decline. It doesn't create any permanent post.

Well for one thing I think such a post would be very hard to fill, but the other thing is, as this bill is written, there is nothing stopping me creating that post without it.

This bill does do precisely nothing, but I suppose that's better than something actively harmful, like setting up a legally binding wiki position.
