Foreign aid earmarked for governments is bad and actually fosters corruption and lowers macroeconomic growth.

Rich countries setting up guest worker programs (sending remittances back) and channeling aid to NGOs, along with subsidizing micro finance organizations is more effective at tackling poverty.
