Could be he's hoping to generate some coattails. There are a few House races in the Philly area that he could have an effect on. More likely, he's playing defense in case some unexpected event makes this a close race again. He's at the point in the polls where gilding the lily won't gain him anything. Obama needs to guard against a reversal of fortune and see about helping down ticket races where feasible. he can do both somewhat in the Phily area.
