Commercial Transportation of Livestock and Poultry Bill

Basically this bill takes some reasonable agricultural laws that currently apply only to horses and applies them more broadly.  The basic concept is sound so I see no reason why only horses should be transported humanely.

I've made the assumption that we "have" a Secretary of Agriculture as one of the NPC flunkies of the President, but if you wish references to offices to be restricted to just Atlasian offices instead, then I would not mind changing all references to the  Secretary of Agriculture to ones to the President, since under the current cabinet structure, he has such duties directly in place of the Secretary of the Treasury who had them before the Cabinet was restructured.
