CNMI 80,006 (About 90% on Saipan, with Tinian and Rota the only other two inhabitted islands.  Some of the others were inhabited, but had to be evacuated due to volcanic activity.)
American Samoa 70,260

Total: ~320,000 [figures above are not all from the same time]

However, except for being Atlasian territories, Samoa has nothing in common with the other two.  Samoa is Polynesian while Guam and CNMI are Micronesian.  If people are truly desperate to eliminate territories, offer American Samoa the chance to join with Samoa and propose a state of Mariana, not Pacifica.

If you insist on ending territorial status for the uninhabnited islands of the Pacific, please place Midway and Palmyra in the State of Hawaii. (Indeed Palmyra has the distinction of currently being the only incorporated territory of the United States in real life.)  Midway is the westernmost of the Hawaiian Islands and Palmyra was part of the Territory of Hawaii prior to Hawaiian statehood.  It would also make more sense for Kingman and Johnston to be made part of Hawaii than Pacifica.

Also note that the Marshall Islands are likely to object to the incorporation of Wake into an Atlasian state since they claim it. And Navassa is claimed by Haiti.

No, only Midway is in the chain.

Palmyra and Kingman are in the Northern Line Islands, the rest of which are part of Kiribati.  However, Palmyra was claimed by the Kingdom of Hawaii, it was part of the Territory of Hawaii, but was not included in the State for whatever reason.
