A little worried that the rate of increase might be too steep, especially if that 9500 mills per hour takes effect on 1 January 2016. Since the Federal minimum is currently 7250 mills per hour, I think a more gradual increase to 9500 mills would be better, say to 7400 mills per hour on 1 July of this year, and increasing a further 150 mills per quarter until reaching 9500 mills per hour as of 1 January 2018.
