I wouldn't call the South Carolina law a nullification law. All it does is specify that for purposes of South Carolina law, industrial hemp is not marihuana (providing penalties for growing hemp in a manner intended to conceal the growing of marihuana) and uses the definition of industrial hemp under Federal law to define industrial hemp under South Carolina law. I realize it is quite tempting to use the words South Carolina and nullify in the same sentence, but if anything, this law is recognizing the supremacy of Federal law and leaving the regulation of industrial hemp in the hands of the Federal government.
