I think he was heading to a singles bar and wanted to "enhance" himself.  He had heard about stuffing socks down one's trousers, misunderstood it, and stuffed documents in his socks and pants.

Then decided he needed to look more "buff" so he stuffed some in his jacket to fill out his look.

Sadly, the look did not work for him.  When he told the women his name, they laughed so hard they passed out.

How big this becomes depends entirely on Berger.  If he falls on his sword to insulate Kerry, says he did it on his own to push for a Sec of State position in a Kerry administration and does all he can to insulate Kerry and end it quickly, it will blow over soon and do no lasting harm.

If he decides to fight and drag it on this could become a ten ton weight tied to Kerry.  He has already admitted to doing illegal acts, taking copies of documents out is clearly illegal.  

The quicker he takes the blame and forces the story to die, the better.

Ah, but if Berger took the notes and destoyed them, with no copies, no one can prove it.

Unless the people who work at the National Archives secretly made copies of stuff they SUSPECTED he would take after his first trip...and then gave those copies to the Attorney General's Office...and Berger made no fewer than FIVE different trips to steal documents.

Documents that just might contain information on a certain upcoming event that was withheld until after the impending information and not shared with the incoming administration to embarass it in the future.  Then things went far worse than anyone expected and it would best to pretend these documents never existed because they incriminated a lot of people and were available to the new admin in teh archives if they had cared enough about the issue.
