Impeachment requires a majority of the State Assembly.

For conviction a 2/3rds majority is required. The jury is normally the entire State Senate, the Supreme Court and Lt Governor, but it looks like the Senate Majority Leader and Lt. Governor are excluded for Governor trails. All 7 members of the Supreme Court were appointed by Cuomo.

I really do think it's odd. If Biden, Harris, and Pelosi all made a joint statement calling for his resignation, he would basically have no choice but to resign. I really don't know why national Democrats aren't calling for his resignation, what is the political calculus here?

Pelosi doesn't want anyone to remember about Alcee Hastings.

Andrea Stewart-Cousins will be acting Lt Governor as Senate Majority Leader.

Remember 2009 when no one knew who was Lt Governor because of the control of the State Senate being disputed?

While it's disappointing that the impeachment will not conclude with charges against Cuomo, I don't think this back-track means Cuomo will try and wriggle out of resigning. The impeachment will in theory continue for the next fortnight, so it will at least keep the pressure up until that point, and ensures he acts with a little more foresight until he leaves office.

Personally, I would not be surprised if dropping the impeachment was part of a deal Cuomo cut with Heastie in order to resign with reduced legal threat.

Andrew Cuomo is probably changing his resignation to August 25, 2034 right now.
