One alternate theory (although even I admit this is relatively implausible):

The elephant in the room is that the Clintons will go scorched earth against Biden as soon as he enters the race, thus it is his best interest to enter the race as soon before the race gears up as possible. A December entry allows him to stay on the overwhelming majority of ballots (except for New Hampshire, Florida, and a few Deep Southern primaries that Hillary will win in a landslide anyway), plus he would dominate the news cycle just before the Christmas lull. He would only be a walking target for the month of January, which is a risk he will have to take.

Depends on how you count it.  Some prospective candidates float a trial balloon on running, but then never actually make an announcement.  I don't think Palin has announced her decision yet, has she?  She said early this year that she might run, but then just stopped talking about it, without actually making an announcement.

I think Palin basically said she wouldn't run when she endorsed Trump.

Yeah. So what's the latest anyone has waited since Cuomo? Biden himself is one of the latest, he announced he was't running on August 11 2003, but I'm sure there are some later.

"Biden to launch Presidential campaign" doesn't really have much meaning any more. Either he announces or he doesn't. The rumors completely jumped the shark before this WaPo  story.

Apparently the Washington Post put out a story on Biden's "evolving" position on the Bin Laden raid.

With this change his position now matches Hillary Clinton's "long" support of said raid.

He's in alright.

I had sort of decided that he's not running until he says he announces, but I agree that he's probably running because of this.
