Virginia has voted Democratic for President for the last 2 elections, and has 2 Democratic Senators, so it would hurt the Democrats, although they could expect to do a little better in the House with it.
In 2000, Gore would have won the Presidency and Democrats would have gained the Senate, so it certainly would have helped the Democrats then.
