Cap-and-trade, if I need to choose, as I prefer taxes be used for revenue generation rather than creating a complex web of incentives that often fail to play out in the ways intended by policymakers. Perhaps it would be better to offer interest-free loans to those aiming to improve the energy efficiency of buildings and machinery? In the long-run I'd prefer the government just revoke the property-managing privileges of those found to be persistently - whether intentionally or negligently - inflicting environmental damage. The property's care can be reassigned to a more promising party applying for its use.
