For what's worth, I think a flat x$ tax, possibly adjusted for inflation, might be better for a tobacco tax than a % tax.

In fact a 90% tax might be lower than the current taxes.

I would like to hear more about this, if possible. I know taxes on nicotine products are usually done by weight, if I'm not mistaken.

Proposing an amendment to appease our friends from the West, though I believe we can have a slightly higher tax rate:

An Act

To increase taxes on tobacco products and electronic nicotine delivery systems.
Quote
Section 1. Short title

This Act shall be cited as the “Nicotine Product Tax Act".

Section 2. Tax imposition

(a) In general. —

An excise tax is hereby imposed and assessed upon the sale or possession of tobacco products or electronic nicotine delivery systems within this Region at the rate of 70% 50% per product.

(b) Definitions. —

As used in Act—
(1) the term "tobacco product" shall mean cigarettes, cigars, cigarillos, roll-your-own products, and smokeless tobacco; and
(2) the term "electronic nicotine delivery system" shall mean—
Quote
(A) any device, such as an e-cigarette, e-hookah, e-cigar, vape pen, or electronic pipe, which provides a vapor of nicotine or any other substance and the use or inhalation of which simulates smoking; or
(B) any liquid or substance placed in or sold for use in an electronic nicotine delivery system, or any other component, part, or accessory of such device.

Section 3. Effective date

This Act shall take effect immediately on the date of the enactment of this Act.
