Something like this:

I - Federal backing for Pacific debt
II - $50-100 billion for the Pacific (distributed by IA to Pacific Region based on Senate-established guidelines)
III - $50-100 billion for the other regions (distributed by IA to other four regions based on Senate-established guidelines)

Don't forget that deeming the NM-AM a terrorist organization is essential to any rebuilding in the region.

Any violence or threats of violence will be met with criminal charges, obviously.

However, someone advocating for the banning of a political party ought to be cautious of drawing any comparisons to the Nazis only a three days away from the 80th anniversary of the Gesetz gegen die Neubildung von Parteien.

Its not a political party, its a terrorist organization that destroyed the lives of millions. Case in point: we are here debag in . this bill.

IIRC, the last major recession in Atlasia occurred during Lief's presidency (please correct me if I'm wrong). I'll look back to see what worked then.

I'm pretty sure the recession didn't officially end until my presidency. And I guess the next guy comes in and let it collapse again. I should probably run again.

That's definitely in depression territory. How did we end it?

Reforming entitlements, modest tax cuts, ending the wars we were involved in, reducing unemployment by giving tax breaks for hiring new employees, among other things. If you want a more detailed review later tonight I can do it.

I'm not very aware about payrolltaxes, but who would have the money freed? The employer or the worker?

The employee. It's taken directly out of their paychecks.

I can't support this if Section 1.4.3 is removed. There is no point in letting the people who caused this have more money to do more damage with. Simply, that's insane. These creeps are still bragging about causing a recession.

So what do we do if a NM-AM member remains on the Council after the recalls? Will they not be able to be engaged in how the money is spent? That doesn't seem legal. 

Its our money- so whatever strings we attach are legal.

What isn't legal is the actions they took. You should condemn their illegal, u ndemocratic, unconstitutional actions.

Why would I change my mind? Regardless of my inebriation, Wolfentoad brought a dead region back to life. He had some problems and was immature but he did some good also. Sort of like you.

I also have issues with considering the political views of regional officeholders in the process.

This is creating a bad precedent. So, next time a party has the president and a majority in Senate, they can refuse to send money to regions controled by another party?

Next time a party uses unconstitutional methods to try and abolish an entire regionnal government and single handedly causes a recession, I will be fine with denying them the power to sspend revovery funds as they wisb.

A BILL

Recognizing the economic impact of the Pacific Crisis, the following legislation is passed by the Atlasain Senate in response to provide timely relief and stimulus measures so as to avert an economic catastrophe.

Be it enacted by the Senate of the Republic of Atlasia assembled;

Title: This bill is to be entitled the "Pacific Crisis Stimulus Act"

Section 1: Infrastructure
1. $40 billion shall be distributed by the Secretary of Internal Affairs for the Pacific Region to fund pressing projects of vital importance so as to boost the economy and produce a long term benefit from the projects constructed. The Secretary shall be charged, with the help of Regional Officials, and the Game Moderator, with preparing and implementing a formula to determine what projects will enable this money to be spent the quickest, yet still provide some long term economic benefit.
1a. The Governor and Council are advised to present recommendations for spending, with the Secretary of Internal Affairs responsible for making all final decisions.

2. $15 billion shall be distributed the Imperial Dominion of the South by the Secretary of Internal Affairs in the same fashion as detailed in clause 1.
3. $25 billion shall be distributed to the other three regions by the Secretary of Internal Affairs, once again using the same process as that established for the Pacific in Clause 1. The determination of the exactly proportions shall be determined by the Secretary, taking into account local economic factors and availability of such projects as described in clause 1 to be funded in these regions.
4. The Secretary shall possess the ability to withhold or cancel all spending established in this Section, if it is being abused or misspent until such problems are corrected and he shall be charged with monitoring and assessing the expenditures to:
1) Ensure that it isn't being misused or wasted.
2) That a priority is given to the speed at which the money is translated in projects being undertaken.
3) That if any of the above are not being complied with, the Secretary shall withhold said monies until compliance is attained. If compliance with these standards cannot be obtained through such means by any Responsible official in a particular Region, the Secretary shall be charged with full responsibility for distributing and allocating the funds established in this act.

Section 2: Tax Breaks
1. A payroll tax holiday shall be put into place begining on August 1st, 2013 and expiring on October 31st, 2013.
                  a. This holiday shall extend to cover the payroll tax, as established in the Comprehensive Social Security Reform act of 2011.
2. A tax rebate of $1000 shall be given to every student who has at a student loan debt of $2500 or more.
3. A tax rebate of $700 shall be given to working people earning an annual income of 150% of the poverty or less, with an additional $500 given for each child in said household.

Section 3. Amendment to the SEDZI Act

I don't doubt that, but those standards are also used for the other five regions and they don't have councils, or Governors in one case. So is there a way to make it more region neutral like "Executive and Legislative" institutions?

Or make 1a, explicitly Pacific only. 


If not those two, then we have to change 2 and 3.

1a fould only refer to the Pacifif.

Napoleon, can you explain why you've increased the amount of funds that this would funnel toward the Northeast? I'm a bit confused.

Actually I was trying to increase all of them. I meant to put "each of the three regions". But I realize now that would be too costly so I withdra the amendment.
