The SoIA is going to be expected to work with the committee with the Contempt of Congress Act in place or not.  If the secretary isn't willing to do his job and participate, he can be removed.

Just so I know for the future, what current law provides that the SoIA could be replaced due to inactivity?

Dismissal by the President, in accordance with Article II, Section 1, Clause 4.
