Why on earth would Washington and Oregon want to be yoked to (and vastly outvoted by) California and its dysfunctionality?

It's a hypothetical scenario.

Right, but if you're realistically trying to extrapolate what would happen politically in such a scenario, then you are inevitably led to the conclusion that Washington and Oregon would immediately secede.
