He will; every election has some group that trends to each party. Against Romney, Obama will logically improve with the white working class.

Romney won't win the city of Cincinnati, but he can win Hamilton County thanks to the suburbs. However, I assume the OP meant Southeast Ohio.

Hamilton County, OH is much like Hamilton County, TN. It's progressivesque but traditionally votes Republican. Obama won Hamilton County, OH by 7 points in 2008. It'll be hard for Romney to close that.

If Romney wins Ohio, he should carry Hamilton (remember swings; SE Ohio will swing to Romney less or not at all)

As for the question, I think Obama can at least win back Greene and Fayette and hold Cambria in a close race, while taking Washington, Beaver, Luzerne, etc. in a better year.
