WH Harrison by default.

From the presidents who at least served a full term, I would name his grandson Benjamin Harrison. He didn't do much in office other than signing the Anti Trust Bill that wasn't really used until TR came along.

Benjamin Harrison was in office for Wounded Knee. Talk to a historically literate Native American and you'll quickly be disabused of the notion that his administration didn't do much.
