So black people in Chicago are stopped by police, tazed, and shot at a significantly higher rate than whites and hispanics in Chicago? Gee, what a revelation! They also commit the vast, vast majority of violent crime in the city. Nothing in this report was suprising or indicative of anything other than police responding to high crime areas.

'Responding to high crime areas' by detaining people without counsel?
