An adaptation of Nyvin's map, certainly not compact but fulfils the criteria in the OP (only criterion being minimum variance):



-1, -2, -3, and +7.

Population variance 10
What is the least deviation for a map that includes all four corners of the state in one district?

Playing around here: I'm choosing to believe that point continuity is allowed in Iowa. Though if so...some interesting district options that don't hug the borders of the state could probably produce less deviation.

01: Biden 51.1, Trump 46.8
02: Biden 53.5, Trump 44.2
03: Trump 63.5, Biden 34.7
04: Trump 58.1, Biden 40.0




I'm impressed, you included five corners. Imagine you are watching Field of Dreams at a movie theater and you overhear someone noting that Iowa looks like home plate.
