Does Houston continue to annex new suburban land around its boundaries?
Mainly commercial property.

In reaction to past annexations, the legislature has set up several impediments to annexation.  They require services in the area be brought up to the level of the current city within a few years of annexation.  In addition, the city must have an annexation plan for the future.  This may give targets more time to prepare to fend off the city.  The VRA may also come into play, since the suburban areas typically are whiter.

Limited-purpose annexations can be made outside the annexation plan.  The city does not have to provide services, does not levy property taxes, but levies a sales tax which may be shared with the developer.

Houston is 2.2 million people in 627 sq. miles in a 10,000 sq mile metro with 6.22 million people.

Chicago is 2.7 million people in 234 sq. miles in a 10,000 sq mile metro of 9.5 million people.

Keep dreaming, Houston.
City populations cross in 2029, metro populations in 2034.



Remember, the Houston metro area already includes Cleveland, Dayton, Richmond, and Santa Fe.

Would that make Houston 1C?

NYC is 1A and LA is 1B.
I think it would make them all 6A.  Chicago drops to 5A.

It would be ironic if the person who put Houston ahead of Chicago population wise, was moving from Chicago to Houston.
And either works for United Airlines or British Petroleum.

The population rankings are becoming deceptive. Chicago is far more a city than Houston ever will be; the only reason Houston may pass Chicago is the annexation of suburban areas. If Chicago annexed suburban areas in order to be the same area as Houston, or Houston decreased its area to be entirely urban and the same sq. miles as Chicago, both ways would have Chicago with a higher population than Houston.
