Worth noting that United Russia sent observers to the 2000 RNC and that Putin and Dubya initially had a friendly, if for the Russians ultimately unbeneficial, relationship. Would be interesting to see how Russo-American relations developed without the War on Terror. Nevertheless, Bush did pull out of the ABM Treaty, so there were, even very early on, reasons for the relationship to decay.
