Cheney voted for what amounted to being pro-White South Africa legislation while in the house. Just because they were competent in the 70's-90's doesn't mean they couldn't be conservative. In the 80's, Iraq would've been a sideshow and outweighable compared to the Soviet Union. Take, what was it, Libya during the early 80's? A disaster such as Iraq would've been easily ignorable and funds would've been diverted to other causes like Latin America.
