How do you start a fire in a toilet filled with water?

1) No water is shown, so we don't know if it, say, receded to the bottom of the bowl as occasionally happens.
2) The water may have been absorbed by the lower layers of paper, allowing the top ones to burn freely.

Who are you trying to tell this to? Group A already agrees with you and Group B won't be convinced. Even if Group B could be convinced, not like many of them are on the atlas. The continued movement is also a pestilence.
