Well, to be honest, the excuse isn't 9/11.  It's because his wife was flying.  However, she could have easily called 30 minutes earlier before his speech and it wouldn't have been an issue.

you're obviously missing the point of this exercise: Giuliani would have still found some way to bring in 9/11.

Yes, and you are assuming that it was for political reasons.  I know many people who make calls before and after their flight to ease the minds of loved ones because of 9/11.
