Just because buses don't run doesn't mean that students could be subjected to below freezing temperatures for an extended period. I can remember days where schools closed down across the county because a few school buildings could not heat the facility enough to counter the wind-chill outside. As a result, to reduce the risk of children sub coming to the cold temperatures, they shut down the whole operation. I would assume Private schools might look at what is going on at the public schools and make their own determination to follow their lead as well.
I know Prince William County is in a unique position out here. Their county stretches from the DC metro area all the way out to the foothills. If there is a blizzard out in the Western-end of the county but not the Eastern-end, they will shut down the entire school system for snow, even if half the county is dry.
